#Flintwatercrisis timeline and the question of new waterworks

"Apr 14 In an effort to save money,(emergency mgr?) Flint water dept. doesn’t add chemicals ($140/day – phosphates)-city water and DEQ don’t realize this will destroy protection to keep lead pipes safe (why?)"
Apparently, not adding anti-corrosives to the water doomed the money saving project.
Now what?
"An aggressive plan to remove Flint's lead-contaminated pipes from the water distribution system was announced Tuesday (Feb. 2, 2016) by city officials..." Even though water from the Flint River no longer flows through the city water works, the damage is apparently done. Etched are the Flint pipes, leaching lead into the current water source from Detroit. Damaged pipes leaching lead is said to be the reason why the people of Flint still need water donations.
